Housing Engagement Officer, Location: Hertfordshire Salary: £29000 - £33,200 dependent on experience Contract: Permanent, Full Time

This is a great opportunity for a housing professional with strong tenancy and relationship-building skills to make a genuine difference to residents' day-to-day experience, working across engagement, communications, anti-social behaviour, complaints, and the management of warnings and evictions.

The Role

As Housing Engagement Officer, you'll work with the different service providers to ensure trusted relationships with residents through regular check-ins, meetings and forums, while coordinating engagement activity with internal teams and care/support providers. You'll manage resident communications, support the warnings and evictions process, respond to and record anti-social behaviour, and ensure complaints and compliments are resolved promptly and accurately. You'll also produce regular reporting on resident interactions and trends, including the annual Tenant Satisfaction Measures (TSM) survey.

Key Responsibilities

• Act as the main point of contact for residents, building trusted relationships through regular check-ins, meetings and forums
• Coordinate resident-focused support and engagement activity with internal teams and care/support providers
• Support day-to-day warnings and evictions processes, ensuring lawful, well-documented handling, and represent the business at court hearings where required
• Identify and escalate safeguarding concerns in line with the Company's Safeguarding Policy
• Coordinate the resolution of resident complaints and compliments, maintaining accurate records of issues, actions and outcomes
• Produce regular reporting on resident interactions, ASB and trends, including the annual TSM survey and engagement strategy
• Keep the tenancy management system up to date with accurate tenant documentation and occupancy information
• Occasionally work outside normal hours and travel to services, including providing cover for colleagues when needed

About You

• Experience of working within housing, with a good understanding of tenancy law and tenancy management
• Good understanding of the housing benefit system
• Understanding of housing standards, including health & safety and fire compliance within social housing
• Experience liaising and building relationships with external support servises
• Excellent interpersonal and communication skills, both verbal and written
• Strong conflict resolution and negotiation abilities
• Ability to engage with a diverse range of residents and stakeholders
• Good standard of education with good literacy, numeracy and IT skills
• Full UK driving licence

The Role

As Property Manager, you'll be responsible for the effective operational delivery of housing management services, reactive repairs, property compliance and asset management across the organisation's housing schemes, including both delegated and managed services. • Oversee reactive repairs delivery, monitoring contractor performance and improving first-time fix rates
• Ensure effective tenancy management, including lettings, voids, sign-ups, terminations and inspections
• Support tenancy sustainment and resident wellbeing through proactive engagement
• Ensure all property, compliance and tenancy data is accurately recorded in the CRM system, supporting audits and reporting
• Manage relationships with external contractors, monitoring performance against KPIs
• Liaise with internal teams (income, finance, customer services) to ensure coordinated service delivery
• Occasionally work outside normal hours and undertake UK-based travel, including overnight stays, as required

About You

• Proven experience in property management, compliance monitoring and asset management
• Knowledge of property law, safety regulations and compliance requirements

The Role

As Fire Safety Surveyor, you'll report to the Fire Safety Contract Manager and take ownership of fire risk assessment works, ensuring all designated tasks are actioned correctly and within prescribed timescales. You'll work closely with Fire Authorities, contractors, and a wide range of internal teams to ensure statutory and regulatory requirements are met and residents receive a consistently high standard of service.

Key Responsibilities

• Manage designated fire risk assessment tasks, ensuring completion within prescribed timescales and reporting progress to the Head of Fire Safety Delivery
• Liaise with Fire Authorities, ensuring Notice of Deficiency passive actions are completed on time
• Analyse building defects, provide remedial proposals, and prepare up-to-date specifications for repairs
• Obtain quotations and estimates in line with procurement procedures
• Maintain high standards of communication and consultation with all stakeholders
• Monitor budgets and value for money, reporting on performance
• Identify opportunities to improve service delivery, processes and quality control
• Provide technical advice to colleagues, including desktop reviews of drawings and specifications for new developments

About You

• Demonstrable experience as a fire/building surveyor in a maintenance environment, carrying out pre and post inspections
• Fire qualification (NEBOSH Fire or equivalent)
• Working knowledge of the Regulatory Reform (Fire Safety) Order 2005
• Experience working with contractors using SOR and non-SOR contracts
• Ability to produce detailed specifications of work
• Competent knowledge of relevant codes of practice, building regulations, and health & safety legislation
• In-depth knowledge of construction, design and fire/construction-related defects

• Strong communication, negotiation and influencing skills

• Support the negotiation, appointment and management of fire safety contracts, ensuring value for money
• Manage, motivate and develop a small team, leading by example
• Lead contract management of Passive Fire Safety Works projects, reporting on progress, risks and performance
• Act as lead officer for relevant contracts, meeting contractors regularly to review performance
• Oversee building surveys, interpret Fire Risk Assessment findings, and translate these into specifications, schedules of work and tender documentation
• Ensure robust health & safety arrangements are in place across all works, including risk assessments, method statements and spot checks

About You

• Proven experience managing complex passive fire safety programmes and budgets within residential and/or commercial buildings (e.g. fire doors, fire stopping, compartmentation)
• Background in building surveying, construction or asset management
• Strong working knowledge of fire and building safety legislation, including the Regulatory Reform (Fire Safety) Order 2005, Fire Safety Act 2021, Fire Safety (England) Regulations 2022, and Building Safety Act 2022
• Experience preparing specifications, schedules of work and tender/pricing documentation from Fire Risk Assessment findings
• Experience managing specialist contractors and consultants
• Strong contract management, procurement and budget management skills
• Confident people manager with experience developing a team
• Excellent written and verbal communication skills
• Degree level qualification, or equivalent professional experience
